Tuition-Free Education for Eligible Native American Students in Michigan

The Michigan Indian Tuition Waiver (MITW) offers full tuition coverage for eligible Native American students attending public colleges and universities in Michigan—including Glen Oaks Community College. This program, authorized by Public Act 174 of 1976 and administered by the Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP), helps make higher education more affordable for Native students seeking academic and career advancement.

Who Qualifies for the Michigan Indian Tuition Waiver?

To be eligible for the MITW, you must:

  • Be a resident of Michigan for at least 12 consecutive months before applying
  • Be enrolled at a public institution in Michigan, such as Glen Oaks
  • Have one-quarter (¼) Native American blood quantum
  • Be an enrolled citizen of a U.S. federally recognized tribe, as certified by your Tribal Enrollment Department

What Does the Waiver Cover?

The waiver eliminates tuition costs for eligible students. You may still be responsible for fees, books, supplies, and other expenses, but the cost of tuition is fully waived. Your status as full-time or part-time does not affect your eligibility.

How to Apply

  1. Complete the Student Section of the Michigan Indian Tuition Waiver application form.
  2. Submit the form to your Tribal Enrollment Department for certification.
  3. The Tribal Enrollment Department will either send your certified application to MiLEAP or return it to you.
  4. Ensure the complete application and required documentation reach MiLEAP for processing.

It’s your responsibility to make sure your completed and certified application is submitted to MiLEAP.

Required Documentation

Include the following with your application:

  • A photocopy of your Tribal ID
  • Proof of Michigan residency (see below)

Proof of Michigan Residency

To verify 12 months of legal residency in Michigan, one of the following is required:

  • Secretary of State records, such as a Michigan Driver’s License or State ID issued 12+ months prior to application
  • A Tribal ID with a Michigan address and an issue date at least 12 months before application

Note: MITW residency may differ from how your college determines in-state residency for tuition. You may need to submit additional documentation to Glen Oaks.

Already Approved? Transferring to GOCC?

If you’ve already applied and been verified by MiLEAP:

  • Complete the student section of the application again
  • Mark the “continuing student” box
  • No new Tribal Certification is needed

This process ensures your waiver follows you to Glen Oaks Community College.
